Yang Hongtao pointed out that since the 18th National Congress of the Communist Party of China, General Secretary Xi Jinping and the CPC Central Committee have accurately grasped the stage‑specific characteristics of China’s economic development, deeply understood the trends in the manufacturing and digital economies, and made a series of major decisions and arrangements, thereby charting the course forward and providing fundamental guidance. It is essential to align our thinking and actions with the spirit of General Secretary Xi Jinping’s important instructions and the CPC Central Committee’s major decisions and deployments, accurately grasp the overarching trends of development, strengthen our sense of responsibility and urgency in accelerating the digital transformation of the manufacturing sector, and ensure that the central government’s plans and the provincial party committee’s requirements are effectively implemented in Tai’an.

Yang Hongtao emphasized that advancing the digital transformation of the manufacturing sector is a systemic undertaking that requires systematic thinking and a structured approach. It calls for strengthened top-level design, targeted efforts, and concerted implementation of four major initiatives to drive the digital transformation of manufacturing in a comprehensive and coordinated manner. First, the “Foundation‑Building” initiative must be vigorously pursued to solidify the underlying pillars—namely, digital infrastructure, the software industry, human‑resource and intellectual support, a robust transformation‑service system, and a secure cybersecurity framework. Second, the “Root‑Strengthening” initiative should be aggressively advanced to bolster enterprises as the primary actors, foster collaborative transformation, and cultivate more success stories and benchmark firms in digitalization. Third, the “Chain‑Reinforcement” initiative must be implemented with tailored strategies for each industrial chain, clearly mapping out specific roadmaps to promote intelligent upgrades and digital enhancements across all elements and links in the value chain, thereby progressively achieving end‑to‑end digital transformation of entire industries. Finally, the “Ecosystem‑Cultivation” initiative should be vigorously pursued to nurture an industrial ecosystem characterized by seamless vertical integration, complementary horizontal linkages, and fully integrated supporting systems.

Yang Hongtao pointed out that enterprises are the primary actors in digital transformation and must fully leverage their leading role to forge new competitive advantages as they accelerate this process. It is essential to vigorously advance the digital transformation of production and manufacturing, starting with equipment and production lines, and applying digital technologies to upgrade and optimize key processes and critical links. Furthermore, enterprises should energetically promote the digitalization of management by building intelligent management systems on robust platforms, thereby driving innovation in management through digital means.

Yang Hongtao emphasized that all levels and relevant departments and units must strengthen collaborative synergy and empowerment, leveraging digital transformation to achieve greater progress in building a city strong in new‑type industrialization. They should enhance policy support, provide targeted guidance and services, focus on optimizing the business environment, and reinforce organizational safeguards, effectively addressing the various challenges and constraints confronting enterprises in their digital transformation. By fully mobilizing enterprises’ intrinsic motivation, the government’s service capacity, and society’s collaborative capabilities, they can help businesses boldly experiment, venture forth, and innovate amid the sweeping tide of digital transformation, thereby accelerating the city’s manufacturing sector’s digital upgrading and transformation and continuously opening up new prospects for building a city robust in new‑type industrialization.

Li Lanxiang emphasized that all departments, units, and enterprises at every level across the city must firmly strengthen their confidence and resolve in digital transformation, striving to achieve major breakthroughs and significant improvements in the digitalization of the manufacturing sector, thereby laying a solid foundation for a substantial leap forward and robust development of the city’s industrial economy.
